can somebody explain to me if a weapon with 7 req would be stronger than a weapon with 12 req?

I can't see why it would be stronger as long as you meet the requirements on it, but I think that the weapons are randomly generated with stats so who knows.

If anyone has any more detailed info on this i'd like to see it come out in the open.

It is possible for a weapon with a 7 req to be better than one with a 12 req, but usually the higher the req the higher the base damage.
